True definition of button spam

Alright today I was called spamming for what I was told was alright on almost all maps theres a cool down on button uses and people say if you use more than once its spam. But man people tell me there meant to be used more than once thats why they have a cool down. Could someone please just clarify what the rule #2 really means. (I always thought on maps with no cool down)

mostly of the button are allowed to use more then onces, But people wont understand that.
exemple my map it has 30 sec between each force.
and elsewhy have the mapper made it useable again after it has been use.

Alright I know no one really understands I figured you should wait atleast 5 secs on maps with no timer

buton spaming refers to pressing all the butons to let ct through to the end instead of trying to kill them with it and it stops any of the other ts using them, otherwise there is no rule being broken if he is just pressing the buton rly fast as cool down time is the mappers decision and judging by the fact he made the map he probably knows more than you about it
